Biography:  The Commish was appointed by Construction Bill to help make matches and enforce discipline on wrestlers.  He clashed with Bill often, however, creating a rift that would end up costing Bill the VWF.  The Commish bucked the system by showing up whenever he wanted and purposely screwed up opening announcements just to make Bill mad (Bad Karma, for example).

The Commish disappeared for several years, only to attend the Gang Bang event.  Somehow, he weaseled his way into being the referee of the Senator vs. Construction Bill match where ownership of both feds were on the line.  Bill overlooked the details of who the referee was for that match, and the Commish turned on Bill to help the Senator win the control of the VWF and immediately fire Bill.

The Commish was responsible for putting together SCAT's tag team, Team Hoss (Construction Dick and DOA), managing them to the titles.
